Territorial Development Observatory

Commissioned by the Department of Spatial Planning (DATer) and implemented by the Luxembourg Institute of Socio-Economic Research (LISER), the Territorial Development Observatory (ODT) is tasked with analysing the territorial dynamics affecting Luxembourg, thereby providing a better understanding of the mechanisms of territorial development and supplying data for evaluating the effectiveness of policy measures adopted in the context of the implementation of the 1999 Spatial Planning Law, the 2004 IVL (Integratives Verkehrs- und Landesentwicklungskonzept für Luxemburg) and the 2003 Master Programme for Spatial Planning.

The Territorial Development Observatory is a tool for supporting decision-making. It is also important that it serves as a tool for communication and awareness-raising among the general public. In 2018, the DATer and LISER concluded a new framework cooperation agreement for the period 2018-2023. This agreement has been renewed for the period 2024-2027. It aims to provide a harmonised framework for the work and collaboration between LISER and the State, and to demonstrate their commitment to working together to achieve the objectives related to the DATer's missions.
