Higher Council for Spatial Planning

The Higher Council for Spatial Planning (CSAT) is an advisory body under the authority of the minister responsible for spatial planning. It brings together the country's key stakeholders, including representatives of established bodies such as professional chambers, SYVICOL, OAI, OLG, the University of Luxembourg, LISER, the non-profit associations “MOUVECO” and ”Natur&Ëmwelt”, as well as representatives from various ministries whose areas of competence are particularly relevant to spatial planning.

The aim is to involve these key stakeholders on an ongoing basis in fundamental discussions on the challenges facing spatial planning and on related strategies and plans. The CSAT's expertise is not confined to the purely scientific sphere, but is reflected above all in the diverse collective and individual skills and experience of its members and the organisations they represent, enabling it to enrich, support and guide discussions and debates on important issues relating to the country's spatial planning. Like similar international bodies, the CSAT also plays a valuable advisory role, producing opinions and recommendations for the Government on spatial planning policy.
